Ukraine’s high-level corruption is a big reason for the country’s underperformance. When the “Orange Revolution” protests against election-rigging broke out in late 2004, the Polish government helped broker a compromise. One of Poland’s top negotiators told me how Ukraine’s “round-table” dialogue process had compared with the famous discussions in Warsaw that helped end communism:
“Our Solidarity team back then were so poor, almost wearing rags. In Ukraine this time all sides arrived in fleets of expensive cars – mafia negotiating with mafia!”
